The Penguin, whose real name is Oswald Cobblepot, is one of the godfathers of the Gotham mafia in the pay of Carmine Falcone. The two of them run the city, either through drug trafficking or by corrupting the elites like the Mayor, the Chief of Police or the Judge. If the Penguin's business is going well (especially since Maroni was sidelined from the drug trade before he was denounced and judged), things are going to get worse with the appearance of a serial killer determined to clean up Gotham.The Riddler attacks the corrupt men of the city.
